Commencing mid-November 2005

Background

The Joint Analysis and Lessons Learned Centre (JALLC) is NATO’s centre for performing joint analysis of operations, training, exercises and Concept Development and Experimentation collective experiments, including establishing and maintaining an interactive managed Lessons Learned Database.

The JALLC serves as the focal point in NATO for analysis and the collection of lessons learned (LL). The JALLC implements a process to ensure that key factors and lessons identified are characterised and where appropriate the remedial action proposed.  The JALLC receives analysis, evaluations and lessons learned from other NATO entities, and on a case-by-case basis, from national and partner entities. The JALLC acts as a co-ordinating centre between the originator and the bodies participating in the remedial action process.

The JALLC reinforces the transformation process by continuous improvement of concepts, doctrine and capabilities, based on lessons learned from operations, training, exercises and experimentation.

Task

The JALLC requires a contractor to support the analysis of Exercise ALLIED WARRIOR 2005 to provide a significant input for the following analysis objective:

AO 1: Suitability of C2 arrangements over and within the assigned forces (including the host nation forces) to the NRF Commander. 

Rationale (Commander's intent):

Suitable C2 arrangements are a key factor to COMJCL in order to accomplish his mission. The JALLC is to investigate the operational impact of the:

1.      Command Authority granted to the NRF (NATO Reaction Force) Commander on the ability to employ forces assigned to him.

2.      Control measures employed by the operational Commander  to co-ordinate the activities of the Component Commanders within the same battle space.

3.      Legal constraints/restraints on his ability to employ Host Nation Forces via C2 arrangements.

Requirements

·         Military background with a final rank of OF4 or above.

·         Experience in command and control related issues.

·         Experience in NATO.

·         Experience at the operational level.

·         Proven analytical capability; the titles of reports that have been authored or co-authored should be provided.

·         The analysis objective requires the ability to interact and liaise with senior military officers up to the OF8 level.

Timescales

A period of 5 days for planning, training and team building purposes will be required at the JALLC, during November 2005.

The contractor needs to be available for the exercise execution over the period 24 Nov 2005 to 07 Dec 2005 inclusive at the exercise site at Montijo, Lisbon, Portugal.   

The analysis and report writing will be conducted during December 2005 and January 2006 at the JALLC, Monsanto, Lisbon, Portugal.  It is expected that the contractor will be required for a period of at least 10 working days.

Security Clearance

The minimum security clearance that consultants must have is NATO Secret (or national equivalent).
