Background

NCSA (NATO CIS Services Agency) Sector Northwood installs, operates, maintains and supports CIS (Communications and Information Systems) capabilities. Command Squadron is to provide and sustain command and control capabilities, in terms of support, coordination, management, administrative service and specialist’s advice to Commander in order to meet the CIS Sector’s mission. Command Squadron is responsible for providing staff support and managing assigned resources. Provides budgetary planning, budget execution, financial aspects of SLA (Service Level Agreement) preparation and management. Provides budget support to the Sector and subordinate squadrons.

 

Scope of Work

Assist the Head of Section (Budget execution/Fund Management) in planning, preparation, justification and submission of requirements for review by various financial and technical bodies.

  • Check records and reports generated by the budget and fiscal sections.
  • Perform preliminary analysis of fund requirements.
  • Compile and summarise budget data into prescribed classes, to be used for budget reports.
  • Process TDY travel applications; monitor all NATO travel allocated to the Sector.
  • Perform supervisory control over the administration and clerical functions for all budget records and files.
  • Maintain status of funds available.
  • Identify/verify the proper funding categories for all purchases and services requested.
  • Certify the payment on all valid invoices.
  • Proper filing of all budget correspondence.
  • Prepare, administer and distribute all mobile telephone bills for verification and private reimbursement.
  • May be required to perform other duties within finance/budget office.

 

NCSA Sector Northwood is located in UK at the outskirts of London.  The work is normally performed in a typical office environment. Normal working conditions apply.

 

Requirements

·         Education/Training

A university education and 2 years function related experience or a higher secondary education and completed advance vocational training leading to a professional qualification with 4 years post related experience.

·         Professional/Experience

Experience in financially related activities, such as resource planning, budgeting and execution, finance and accounting, cost analysis, automatic financial management systems, disbursing etc.

·         Security Clearance

The minimum security clearance that consultants must have is NATO Secret (or national equivalent).

·         Language

English: SLP level 3333 (Listening, speaking, reading and writing)

The work both oral and written in the post and in the Headquarter as a whole is conducted mainly in English.

·         Standard Automatic Data Processing Knowledge

Word Processing: Working knowledge

Spreadsheet: Working knowledge

Graphics Presentation: Working knowledge

E-mail clients/Web Browsers: Working knowledge
