Scope of Work

The NATO CIS Services Agency (NCSA) provides CIS services and support to NATO and NATO nations.  The System Management Division of NCSA HQ is responsible for the management and planning of system and integrated engineering support for assigned NATO CIS.  The Logistic Management Branch of the System Management Division coordinates all aspects of logistic support and directs the supply and accounting aspects for assigned NATO CIS.

 

The consultants shall be able to accomplish the role of Logistic Accounting Management.

 

Primary responsibilities:

·         In coordination with other agencies, manage the development and promulgation of supply and property accounting procedures and operating instructions and oversees their implementation in subordinate units.

·         Provide general guidance and advice within the assigned sub-functional area.

·         Monitor and coordinate the actions of CIS Logistics Depots and contractors that affect the CIS supply system especially regarding critical items.

·         Provide emergency intervention for the transfer of equipment in times of crises and to overcome HAZCON situations.

·         Research and identify CIS component items that are difficult to supply, no longer supportable and/or obsolete.

·         Coordinate with operational staff from ACO SHAPE, subordinate HQs and operational units concerning to resolve system problems and address CIS supply issues and provide logistics guidance to higher level operational and system management staff. 

 

Secondary responsibilities

Dependent on requirements may be required to work on other LMB tasks.

 

Background and Site Information: 

·         Normal place of duty: Mons Belgium.

·         The consultant may be required to undertake operational deployments and/or TDY assignments both within and without NATO's boundaries.   The work is normally performed in a typical Secure Facility / CIS Facility environment. Slightly Undesirable Conditions apply. .

·         The daily direction shall be provided by Logistics Management Branch Chief.

 

QUALIFICATIONS

Education/Training

A University Degree and 4 years post related experience, or a Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years post related and 2 years function-related experience.

 

·         Must have good level of IT skills including:

Word Processing: Good knowledge

Spreadsheet: Good knowledge

Graphics Presentation: Working knowledge

Database: Good knowledge

eMail Clients/Web Browsers: Working knowledge

·         Must have experience in office communication and information systems.

·         Must have a high level of competency in organization, coordination and communication skills.

 

Professional Experience

·         Project management experience - Must have experience in dealing with supply and property accounting issues, policies and procedures for CIS equipment management.

·         Desirable; a good knowledge of a large maintenance organisation and familiarity with logistics support concept for NATO CIS.

·         Desirable; previous staff experience gained in a military or governmental organisation or major private company.

 

English Language

The consultant will have SLP 3333 level of proficiency in English language. The work both oral and written in this post and in NATO as a whole is conducted in English.

 

Education/Training

It will be essential for the contractor to attend the NATO Depot & Support System (NDSS) courses at NAMSA

 

Security Clearance

The consultants shall meet the security requirements (NATO SECRET security clearance) in order to have access to NATO FACILITIES and classified information, locations and restricted areas within these locations.
