Scope of Work
The consultant will support the Service Provision work in NCSA SDD SAL RA, routinely performing the following during the execution of daily work:
· Process the service requests assigned to the section
· Prioritise the Service Requests within the section; sequence the process of resource allocation of the conflicting service requests
· Check operational validation, security accreditation, user NATO budget eligibility, and funding of the service request and match demand with cost
· Verify availability of the required service with system managers and service providers
· Analyse technical requirement and technically validate the service request
· Monitor system capacities and propose additional capacities or reconfiguration
· Monitor the implementation, identify the persisting problem areas and develop solutions in coordination with SMD and CMC to eliminate the surrounding problem and to restore the service
The consultant will work in NCSA SDD SAL RA. The present location is in the SHAPE Command Center which is an underground facility located in Casteau Belgium.
QUALIFICATIONS
Education / Training
A University Degree in IT or Communications or related discipline and 4 years post related experience or a Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
Professional Experience
The consultant must have experience in Communications Systems Engineering and Maintenance – General.
All activities involved in managing the development, integration and implementation of communication systems. These systems include hardware, software, networks and applications. Responsibilities include:
· Plan, direct and supervise the installation, modification, test and acceptance of information systems and equipment.
· Design, develop and ensure compliance of information systems and networks.
· Test and evaluate hardware and software for developmental and non-developmental items.
· Plan, design and manage the integration of diverse types of information systems into interoperable information networks.
· Gather functional requirements from information systems and translate these into technical solutions that are standards-based and cost efficient.
· Develop network architecture for adjacent, higher and lower units, etc.
The consultant should be knowledgeable on the Service Delivery Process in NCSA and tools used in NCSA.
English Language
The consultant will have SLP 3333 level of proficiency in English language.
Security Clearance
The consultant and any office equipment used by the consultant, shall meet the security requirements (NATO SECRET security clearance) in order to have access to NATO FACILITIES and classified information, locations and restricted areas within these locations.
