SYSTEM ADMINISTRATORS SIGNALS INTELLIGENCE COMMUNICATIONS AND INFORMATION SYSTEM (SIGINT COINS)
The Signals Intelligence Communications and Information System (SIGINT COINS) consists a number of remote sites connected to SHAPE as a single domain on a wide area network. Most sites consist of a file server/domain controller running Windows 2000, and two workstations running Office 2000. A central MS Exchange Server, located at SHAPE provides email services for the domain. The responsibilities of Special Systems Section are to provide design, development, installation, configuration, testing, system administration, user help desk and software maintenance of information systems to satisfy requirements of end users. The Section also carries out on-site support in the event of catastrophic failures, and co-ordinates logistics support to the sites.
The deliverables can be described as essential consultancy to perform SIGINT COINS technical support resulting in software, documentation, reports or activities to be undertaken. Below are the tasks summarized:
· Support the COINS Network. Assist in day-to-day operation, control and monitoring of the COINS domain.
· Troubleshooting. Take appropriate and effective action where possible to troubleshoot hardware and/or software related problems occurring on COINS, and where necessary request assistance of counterparts in sister support agencies for solving cryptographic or network related problems.
· Organise/Administer user help requests. Requests must be logged and software changes must be performed expeditiously. The elapsed time in order to handle the requests must be monitored and priorities must be recommended to the project leader as necessary.
· Provide Technical Assistance. Replying to incoming requests for technical assistance from both NATO and National users. The requests can cover software, data communications or system configuration issues.
· Design, Implement and Manage Microsoft Exchange Server 5.5/2003. This could include but not be limited to basic administration to:
- create and maintain other sites within the organization using X400 protocol
- maintain and monitor mission related data flows on Exchange server
- manage data backup systems for Exchange (and other) servers
· Plan, Implement, and Maintain Microsoft Windows Server 2003, network and Active Directory Infrastructure environments.
· Assist With Disaster Recovery Procedures.
· Install and Configure Server 2003 and XP Software Baselines on COINS Computers.
· Help Operate and Maintain a Stand-Alone, Unclassified Reference System.
· Help Ensure Correct Configuration Control and Implementation of Software.
· Design, Implement and Maintain Databases with Microsoft SQL Server 2000 Enterprise Edition.
· Maintain and Manage Anti-Virus Software.
· Assist in Unpacking, Cleaning Where Necessary, Testing, Repacking and Shipping of ADPE.
Two persons are required to join the existing SIGINT COINS support team.
The working locations will mainly be computer facilities located at SHAPE, Mons, Belgium. The consultants may be required, at NCSA/SMD discretion, to travel to remote SIGINT COINS sites in order to provide on-site support. Such travel is normally of short duration, up to 1 week and occurs infrequently, possibly 3 times a year.
The period of performance will be 17 October 2005 until 16 October 2006.
There will be 2 possible extension periods of one year each at NATO’s discretion.
QUALIFICATIONS
The consultants assigned to this work must be experienced information system professionals.
Essential Skills:
· Hands on experience with the configuration and administration of MS Windows 2000 2003 Server and MS Exchange 5.5/ 2003
· Data communications experience including TCP/IP
· Microsoft MCSE certification or equivalent experience
· Ability to communicate effectively, orally and in writing
· Fluency in English (STANAG 3,3,3 as a minimum)
· Have a TOP SECRET clearance or in the process of having it, i.e. must be obtained from National Authorities not later than 1 month after contract award
Desirable Skills:
· Knowledge and experience with IP packet encryption.
· Experience of systems implementation in the NATO environment.
· Experience of installing SIGINT COINS systems and of the TCE 621 IP Crypto.
The candidates may be interviewed by NCSA POCs, if deemed necessary. Interviews, if required, will take place at SHAPE Mons, Belgium, at no cost or obligation to NATO.
Security Clearance
The security clearance that a consultant must have to work on SIGINT COINS is TOP SECRET.
