Introduction
The two NATO Strategic Commands (SCs) co-ordinate efforts to ensure effective data management through a common approach focused on data analysis, conceptual and logical data modeling, data harmonization and data standardization. Standardization agreements then encompass “Information Exchange Data Models” and a “Standard Data Element Catalogue” for use by system and application developers. Interoperability of systems and services is thereby enhanced through greater semantic understanding of the underlying data. This semantic understanding across the entire shared data environment is a critical component of the developing NATO Network Enabled Capability.
Background
The Allied Command Transformation (ACT) Data Management Cell consists of a Data Manager, 2 Military Requirements Analysts and 1 Database Administrator located in Mons, Belgium. They are part of the Strategic Management, Policy and Interoperability Branch under the ACT C4I Division located in Norfolk, Virginia. This statement of work identifies the requirement for additional technical support (Senior Analyst) for the Data Management Cell located in Mons, Belgium.
The ACT Data Management Cell contributes directly to the NATO Data Management Programme through participation in the NATO Data Administration Group (NDAG), as well as the Multilateral Interoperability Programme (MIP). The NDAG is the NATO Working Group, assigned responsibility for carrying out NATO policies and directives addressing data administration and data management on behalf of the NATO C3 Board, and for developing on their behalf the guidance documentation necessary to ensure the coherent implementation of the programme across NATO.
Scope of Work
Data Management includes all aspects of managing enterprise data assets and places a strong focus on data modeling (conceptual, logical, physical) in order to enhance information interoperability. The aim is to improve interoperability through data analysis, standardization and sharing between systems and services in a network enabled environment.
The Contractor shall assist the Bi-SC Data Management Cell with technical expertise for the development of the deliverables outlined below.
Representative Tasks and Deliverables
Contribute to the development of a Project Management Plan and Work Plan for the Bi- SC Data Management Program. Contribute to review and update of ACT data management guidelines, within the overarching NATO Data Management Programme; and review corporate approach in general addressing specification of sources, references and view models.
Contribute to data analysis and data modelling for the:
· Capture and maintenance of data models and other data sources;
· Validation of semantic meaning and structure of data;
· Harmonisation of data from different Communities of Interest (COI),
· Development of Change Proposals for NATO standardisation;
· Capture of mapping processes and results,
· Define business rules.
Contribute to data standardisation and interoperability through
· Identification of data requirements;
· Specification of Information Exchange Requirements;
· NNEC data strategy implementation,
· Definition of relevant discovery services;
· Analysis of Metadata Registry requirements;
· Change Proposal analysis and recommendations for improvement.
Contribute to the development of the Bi-SC AIS capability through;
· Provision of technical expertise in data analysis and modeling
· Analysis of evolving core capability and functional services.
Contribute to the Bi-SC IRDS Technical Environment by providing technical support for evolution to new/updated toolsets for:
· Repository Management;
· Interface capabilities;
· Publication/Web enabling;
· Quality Control;
· Configuration Control
Contribute technical advice to data management working groups and related activities as directed by the Data Manager and Contracting Technical Representative.
Type of Contract and Period of Performance
Type of Contract: This is a firm fixed price, level of effort contract.
Period of Performance: The initial contract covers 01 January 2006 to 31 December 2006. Two option years are available through 31 December 2008.
Estimated Level of Effort
The Senior Analyst will work a 38-hour week throughout the contract. Estimated Total of 1800 hours per annum, national and NATO holidays shall be taken.
Contractor Technical Evaluation
Each responding Contractor Company shall be judged on technical information provided in response to this SOW per the criteria and scale shown in Appendix A.
· Education: A First Degree (Bachelors) in Computer Science, Management Information Systems or other related degree. (Alternatively, an equivalent technical education combined with a minimum of five years experience in data analysis and modeling.)
· Data analysis and data modelling experience
· Enterprise data management and administration experience
· Experience in the use of Oracle Internet Developer Suite and Oracle Designer and Erwin modeling tools
· Experience in developing XML schema and related XML technologies for information exchange
· Military, national (government) or multinational (commercial) MIS environment
· Required Security Clearance, eligible for NATO SECRET.
· Fluent in written and spoken English.
Place of Performance
On-site Work. The Senior Data Analyst shall perform the required work at ACT Staff Element Europe in Mons, Belgium.
Work Abroad. The COTR may request that the Senior Data Analyst provide services at other designated HQ SACT locations. Senior Data Analyst can expect four temporary duty trips of six days duration outside the immediate vicinity of the Mons, Belgium.
Security
The Senior Analyst is expected to have a minimum of a NATO-level Secret clearance.
