Specification/Scope of Work

The consultant will support the client as it conducts source selection by assisting in the review and preparation of project documentation relating to Type B Cost Estimates, Statement of Work, Technical and Site Specific Specifications and related technical considerations as it prepares for an International Competitive Bid for the provision of Link 16 coverage at 29,000 feet in 14 Nations at 47 sites throughout Europe.

The consultant will: assist in the preparation and evaluation of the technical aspects of the solicitation; assist in the development of the L16 ES specification; and support the Request for Bidders View and the ICB assessment of bids.

The consultant will also assist as a Tactical Data Link subject matter expert in the technical monitoring of the successful contractor including supporting design reviews, factory acceptance testing and site acceptance testing.
