Job Duties and Responsibilities

Under the direction of a Manager, but largely on your own initiative, you will perform the following duties:

You will be responsible for all contractual matters in the competitive bidding process; ensure proper procedures are followed on sole source contracts as well as perform contract administration tasks including processing changes and amendments, settling claims, and termination actions.

  • Drafting of acquisition strategy on projects assigned.
  • Responsible for all contractual matters in the competitive bidding process including issuing Notification of Intent to Invite Bids, establishment of Bidders’ Lists, drafting, coordination and release of IFB, evaluation of contractual content of bids, pre-negotiation discussions and award of contract in accordance with the Agency’s procurement procedures.
  • Responsible for ensuring proper procedures are followed on sole source contracts, including negotiating the price and terms and conditions for the contract.
  • Coordinate and liaise with contractors and other Agencies to ensure compliance and timely performance of all contract tasks.
  • Keeping Resource Center management informed of contractual problems and concerns.
  • Perform any other duties as may be required.

Qualifications

  • Verbal and written communication skills. Organizational ability, ability to prioritize.
  • Requires Bachelors degree (in Business Administration or related field) or equivalent, and five to seven years of related (government subcontract and analysis) experience.

 

Additional Qualifications:

  • Successful candidate will have completed a government security investigation and must meet eligibility requirements for access to classified information.

 

Major Job Function

  • Under minimal supervision, has the responsibility for preparation and administration of subcontracts, task orders and subsequent amendments. 
  • Tasks include the negotiation of terms and conditions, analyses of price and creation of the subcontract document. 
  • Participates in teaming agreement and strategic marketing alliance negotiations between company and outside sources. 
  • Reviews client solicitations received by company and provides recommendations regarding outsourcing requirements to business management proposal team.
  • Responsible for monitoring subcontractor's performance, including the management of the deliverables and payment of invoices.
  • Keeps fully informed on all subcontracts standards, plans and policies.
  • Prepares and supports subcontract negotiations.
  • Insures that the subcontract is in accordance with legal requirements, customer specifications and government regulations.
  • Monitors subcontract performance for conformance to requirements to protect the interest of the company.
  • Prepares and disseminates information to appropriate employees regarding subcontract status, compliance, modification, deviation, negotiation and termination.

 

Estimated Term

  • Initial engagement 60 days (three months) with an option for a further three (3) months (Total 120 days) period.
