Contract Role in Lisbon at least to year end
The Joint Analysis and Lessons Learned Centre (JALLC) in Lisbon, Portugal, is seeking to fill a position as a Senior Operational Analyst in support of the NATO Training Mission Iraq (NTM-I). This Operational Analyst shall support the collection and analysis of Lessons Identified and Lessons Learned. They will work as part of a team of JALLC Officers, interacting as required with various NATO and national commands and staffs.
In general, Operational Analysts provide advice to JALLC Division/Branch Chiefs, Analysis Project Managers and individual Military Analysts. As an integrated member of analysis teams, they assist in data collection and analysis during Operations Exercises and Experiments, and Lessons Learned Database management. They support report writing and assist in the review of observations from other NATO bodies and organisations. Requirements include strategic and operational planning, process modelling, idea generation, decision-making techniques and process improvement.
Anticipated NTM-I Analysis Requirements include In Country Training, Out of Country Training and Training and Equipment Processes. The Operational Analyst will assist the Project Managers/Officers, or act as a Project Officer, to establish the entire analysis project by initiating the LL Process, planning for and capturing of observations and Lessons Identified in the operational theatres or elsewhere in the NATO/Non-NATO Troop contributing environment.
ESSENTIAL QUALIFICATIONS
Experience:
· 1 year experience in joint operations and in related planning, execution and analysis, and problem solving.
· 1 year experience in project planning with at least one study/research project.
· 3 years experience at strategic or operational level joint headquarters.
· Evidence of having carried out a research project resulting in a published paper.
· Experience in working within NATO or another coalition / international environment.
· Functional working level knowledge of the Effects Based Approach to Operations.
· Experience and a working knowledge in a Lessons Learned Process.
· Experience in using computers and related software for word processing, database and spreadsheet development, and graphics tasks (MS Office 2000).
Education/Training:
· Staff College graduate or Bachelor-level degree from a recognized degree granting institution.
Language:
· Excellent English skills – both written and oral.
Security:
· Minimum of a NATO SECRET level security clearance.
DESIRED QUALIFICATIONS
Experience:
· Recent Planning Experience in the NATO Environment and very familiar with the NATO Operational Planning Process.
· Recent experience in NTM-I related operations and/or issues.
· Experience and a working knowledge of the Effects Based Approach to Operations.
· Experience in a Lessons Learned process.
