Contract Role – 1 year deployment
Task Summary:
The consultant shall provide, on behalf of the NC3A Project Manager, the Local Project Management for complex IS and communications networks projects in Kandahar, Afghanistan.
Skills:
The consultant shall have project and programme management experience in a military environment. He/She must demonstrate previous experience in the project management of complex IS and communications networks project.
· The candidate shall be self-motivated and prepared to work long hours.
· He/She shall represent the NC3A in theatre and shall therefore apply all reasonable tact, judgment and diplomacy in dealing with all ISAF officials regardless of rank or grade.
· He/She shall possess good communication skills and extensive work experience in a multinational environment.
· He/She may be required, after proper consultation with the NC3A Program Manager and within the limit of his authority, to dispense day to day advice and guidance to other contractors on site who will be responsible for the implementation and physical installation.
· The Consultant may also need to take the lead in requirements capture, involving the production and analysis of questionnaires or leading workshop activities.
· At current time, the requirement definition has been completed for the most part, however, due to this being a dynamic command further refinement of the requirements involving technical investigative analysis shall be necessary.
Deliverables
The Consultant shall perform duties leading to the conclusion of CIS projects.
· The consultant shall identify all the elements of referred projects and their interdependencies and to manage the schedule of the different elements of the projects
· The consultant shall play a crucial role in ensuring awareness of all on going activities, and the understanding of responsibilities and expected contribution to the overall program.
· He/She will be responsible for ensuring that all preparatory work has been completed before each project start.
· Consultant’s performance shall ensure the successful completion of each of the phases and steps of the projects as they relate to each of the HQs.
Working Conditions and Furnished Equipment:
The consultant shall report to the NC3A Program Manager normally based in Brussels, Belgium. Absence/Leave during the duration of the tasking is to be coordinated with the NC3A Project Manager.
The normal place of work will be at Kandahar, Afghanistan. An office space, telephone and access to NATO networks will be provided.
The consultant may also be called upon to travel to remote sites within Afghanistan. In-theatre journeys shall be considered work time. The costs of any required travel will be reimbursed to the candidate at standard NATO civilian staff rates.
Security:
As a minimum, a NATO Secret security clearance, or national equivalent, is mandatory.
